I personally think it would be best to:
 (1) Keep the current behavior of sd_journal_seek_tail() +
sd_journal_previous_skip()
 (2) Update the docs to reflect that usage
 (3) Fix sd_journal_seek_tail() to set the iterator to just after the
last entry (and work properly as new items come in).
