We tend to let the kernel command line override everything. This is
useful in case the kernel command line is used as a temporary
work-around in case somehow a wrong locale has been set, rendering the
system unusable.
If the kernel command-line is used as a permanent mechanism for
setting up the locale, I see that this is not ideal.
I don't feel strongly either way.
