I figured that was the case.  I'm going to chalk this up as an "old
version" problem -- I only see this behavior on Fedora 17, which has
systemd 44 and lxc 0.7.5.  On an Arch system with systemd 197 and lxc
0.8.0 there is no cgroup created in the 'systemd' hierarchy for the
container.
