Part of the problem is that intltoolize is horrible: e.g. it has no support
for vpath builds, is easily confused, etc. [e.g.
https://bugs.launchpad.net/intltool/+bug/1117944, but other unresolved
bugs abound].

It would be great to fix that upstream, and then actually run those
checks in all builds.
