Because, so far we did not want to mandate an initramfs for a separate
/var, which is unlike a separate /usr, a very common setup.

It would be /var/lib, as it is not a cache; but sure, it would solve
the problems. It would maybe significanlty complicate a few initramfs
setups to reach /var, but sure, it would work.
It would solve quite a few problems, but I'm not sure if that will be
a generally accepted solution ...
