Would not Conflicts=sleep.target do what you want? (I tried to test it out
but suspend is broken on my system at the moment... :/)

This would only cover systemd/systemctl initiated PM transitions AFAICT
though - ie. something manually echoing mem into /sys/power/state would be
missed.
