Well, that's the standard resolution on non-KMS enabled systems, like
in a virtualized environment (the screenshot was made using vbox).
So it's pretty common, I'd say.

With 50% being the cut-off, you'll only be able to see "A stop job is
running..." afaics without showing the actual unit which is being
waited for.
That doesn't sound great either.
