Does adding systemd.journald.forward_to_kmsg= ( or configure it in 
journald.conf via ForwardToKMsg=yes ) 
netconsole=[src-port]@[src-ip]/[],[tgt-port]@/[tgt-macaddr]  on the 
kernel command line work for you?

If not why not ?
