FWIW, you can copy /usr/lib/udev/rules.d/80-net-name-slot.rules to
/etc/udev/rules.d/ and comment out line 10:
# NAME=="", ENV{ID_NET_NAME_ONBOARD}!="", NAME="$env{ID_NET_NAME_ONBOARD}"
