There aren't any strict rules. We hand out access if we figure that we
recieved a continious stream of patches that required little review
from a person. We try to be liberal about it, and we do post-commit
review (as many of the committers are also subscribed to the commit
ML, and I know that many, and in particular me have a close eye on
things...).

Or with other words: keep them coming, and we'll get you added too soon!

(That said, there's also the fdo problem: they have too few admins to
process the admin requests. For example, we just added Ronny to the
committers group, and the fdo admin request for that alone took a
month: https://bugs.freedesktop.org/show_bug.cgi?id=85300)
