My operating system has privacy policy, it is linked from "About this
computer" from the GUI:
http://www.ubuntu.com/legal/terms-and-policies/privacy-policy
Others have similar policies:
http://www.redhat.com/en/about/privacy-policy
It's not privacy policy of the operating system itself, but rather
policy on any contact made with the (primary) vendor.
It starts with simple things like commitment to not collect, track or
disclose IP addresses hitting the update servers. And thus is widely
applicable.
