I'm not sure if we can detect it or not. That may be an issue.

The simplest fix would be to stop reducing "enp8s0" to "ens8" which
appears to be what is going on today.

either fedora changes this with a patch or upstream systemd comments
are wrong, as:

"multi-function cards with 2 ports" block says it should be enp8s0f0
but it seems to get shortened to ens8 instead?

I'm still trying to grok the udev-builtin-net_id code to see if I can
find a way to do this.
