[systemd-devel] is-enabled does not work

​When executing on a Debian system:
    systemctl is-enabled atd.service

I get:​
    Failed to issue method call: No such file or directory

On a openSUSE system it works without a hitch. What could be the reason it
does not work on the Debian systems?
