I would argue not.

I would argue that this is a downstream collaboration matter in which a) 
the split should be the same regardless of distribution and the sub 
components should be split in same manner across all distribution so it 
does not matter if you are running Arch/Debian/Ubuntu/Fedora etc. the 
documentation and required actions are the same for the consumer.
