To make contributions easier we actually added this as markdown to
systemd repo a few days ago:

It's a slightly updated version of the old freedesktop wiki
page. Feature additions and fixes should bet be submitted as github
issue or even PR.

And there's also the systemd-devel mailing list for more general
discussions.
