[systemd-devel] Empty /sys/fs/cgroup/cpu directory post reboot

I noticed that, once,  after reboot, the directory /sys/fs/cgroup/cpu was empty. However, after rebooting again, it once again had the original contents. Has anyone else noticed this behavior?
