ReadOnlyPaths, ReadWritePaths and InaccessiblePaths can no hable files too

your problem was  that you told systedm taht it's fatal if the folder
don't exit

ReadWriteDirectories=/run/rl-web/tmp
ReadWriteDirectories=-/run/rl-web/tmp
