I have few more questions,
1.I have run $loginctl lock-session <session-ID> command in gnome DE,it is locking the session. and why it is not locking through logind.conf parameters.
2.As per my investigation on session locking, logind uses DBus to propagate the "Lock" event .we will need an application that listens for those events for ex.xss-lock,GDM,SDDM So I have installed xss-lock though I found same behavior
2.May I know which Desktop Environment support locking logic 1.Gnome 2.Mate 3.Lxde 4.Jwm

Which desktop environment are you using? Not all DEs support the locking logic and simply ignore it.
