The _BOOT_ID is simply random ID associated with every boot by the
kernel. i.e. the stuff exposed by the kernel in
/proc/sys/kernel/random/boot_id.

The journal implicitly attaches the data from that file to each log
line in the _BOOT_ID field. See systemd.journal-fields(7).
