Uki images

Hello,

Using fedora39, it officially doesn't support uki images... i have 
custom boot configuration.

Set layout=uki in install.conf and uki_generator to ukify, and other uki 
related options.

Everything seems to work except that, even though linux kernel is picked 
up when creating uki, initrd is not. it's like I get a initrd-less kernel.

How to make it work other than manually building uki after the fact? 
note it's stock fedora 39 with installed and working systemd-boot, so 
only population of /boot/efi/EFI/Linux is important here. Previously i 
had a custom install.d script.
