[systemd-devel] Why is my reboot.target disabled?

$ systemctl cat reboot.target
[...]
[Install]
Alias=ctrl-alt-del.target

and there is a /lib/systemd/system/ctrl-alt-del.target -> reboot.target
symlink as show above.  Why doesn't it count?
