The aforementioned netdev creation: as of v251, it seems.

Not even close. Like I said, it doesn't even handle WPA authentication.

I've not heard of any future plans to make it a substitute for hostapd,
even more so "fully functional" in the sense of the many extra features
that hostapd has.
