'kexec --load ...' followed by 'kexec -e' works as expected.  I.e. it
reboots immediately, without a proper shutdown, and skips the firmware
POST.

'kexec --load ...', followed by any sort of clean reboot does not work.
This is true whether I use 'reboot', 'systemctl kexec', or 'systemctl
reboot'.
