[Tango-artists] Question about naming spec

Hello, 

I'm new there, it's the first time I use a list, and English too, so please be indulgent. So, I read the wiki of the tango project, and I have a question. I wonder why so many programs aren't conform to freedesktop standard. Do not few programs can be conform to freedesktop standard because there's not enough icons which are standardized ? Or, don't coders care about the standards? Or, what? I'm so suprised to see that epiphany is not fully standardized !
So, someone can bring me an answer?
