[Tango-artists] Slight change to preferences-desktop at 22px

[Steven Garrity]

When along side other 22px icons, I though the preferences-desktop icon 
looked like it was one 1px too low.

Here's a screenshot of the problem:

Attached is an updated version of 22x22/preferences-desktop.png and 
22x22/preferences-desktop.svg - the only change in each file is that 
everything is moved up one pixel.
