Of course it's possible. However, that is not the purpose of the spec.
If we were to simply list every possible icon on every possible desktop,
we wouldn't really be any better off than we are now. And as was pointed
out, distributions are going to change the branding anyway, so it really
doesn't matter all that much, aside from having a nice fallback. And
that's pretty much exactly what the Tango start-here icon is. If the
menu contents are going to be pretty much the same anyway, vendors are
going to theme both, so we might as well make it easy for them to do so.
