[Tango-artists] making ImageMagick dependency more obvious

Hi,

I have been using Tango as my icon theme for a while, but whenever I
went to compile it, I had to run configure with "--disable-icon-framing"
because configure couldn't find ImageMagick. This was confusing, because
I have it installed.

I finally got around to tracking the problem down: The 'imagemagick'
package that Ubuntu (and I assume, Debian) ships does not include the
pkg-config files for ImageMagick, hence configure barfs.

While the problem is obvious in hindsight, maybe the configure error
message, the README and/or the website could be updated to suggest that
the ImageMagic library development files also need to be installed. The
required Ubuntu package is 'libmagick6-dev'. I'm not sure what it is for
other distros.
