Would it be possible to look the names up via the system instead of
shipping them with the tarball?
That would make theming much simpler, like if you would like to use
high-contrast icons for example.
There is also icon themes licensed under the gpl license, like
gnome-icon-theme [2] if that is a option.
In case you really want to ship them with the tarball, I guess you
should check with Creative Commons [1] for advice on how to do this kind
of stuff correctly.
Last I heard CC and FSF where working on sorting the license
incompatibilities out. Hopefully they'll sort it out pretty soon.
