[Tango-artists] Waltz icon management system beta3 release

Here is the beta3 of waltz. The main changes are:

- SVG support.
- Sorting support: now you can sort icons by name or size.
- Changes in external launchers: now the menu of launchers depends in
the type of icon (vectorial or bitmap). Thanks to Ulisse for this
suggestion.
- Display fixes: the headers of the list are now always visible.

- Title window: now the title shows the current open dir. Thanks to
cornelius for this.

and like the last release you just have to extract and "$ python
waltz.py" it.
