[Tango-artists] License Icon

Hi guys,

I thought it was finally time to start contributing to the project. 

We're developing some desktop-wide (gnome, kde, olpc, etc) licensing
tools, so we needed an icon. 

I've attached what hopefully will work as an app icon for the
preferences menu, and is understandable enough to mean "Licensing."
There's very little source material for this kind of thing, but I think
the scales are a fairly well understood reference to the law.

Thoughts, criticisms?
