For each test, there's a flood of iq probes for each of the fallback proxies.
This makes reading the test output a PITA.

fallback-socks5-proxies could be set to [] in the tests.

Or, they could be probed lazily, and only 3 at a time, until we have 3 known
good ones, or something.
