In gabble at the moment, the utility gabble_generate_id() can either generate a
valid UUID or something that doesn't even look like a UUID based on whether or
not libuuid is available on the system.

If your protocol expects valid UUIDs (e.g. Google PMUCs), and you've built
Gabble without libuuid, then things just fail. I propose we make libuuid a
required dependency.
