The first of those features is an enhancement to the StreamTube implementation
in Gabble, and requires no spec changes: I've filed this bug to represent it.

The second is a feature request in telepathy-spec (datagram tubes) for which
I've filed a separate bug.

We're not actively working on this at the moment; setting it as low priority.
