Additional ramifications for server-side call handling rules: they could be
adorned with conditions, such as "use this script when the user is offline" or
"use this script when an incoming call times out"; there could be also "use
this script when the client tells you to forward the call" (should be supported
by the call channel forwarding interface). A catch-all rule would be the only
one supported by simple protocols.
