The old single-page spec is produced by an unmaintainable XSLT stylesheet and
doesn't contain all the information that's in the multi-page version. I think
it's time to declare it obsolete.

Accordingly, I've replaced spec.html and spec-snapshot.html on
telepathy.freedesktop.org with HTML meta redirects, and patched the Makefile to
produce a similar redirect when people build the spec.

(While I was there, I made the Makefile output a file:/// URL for the spec,
which turns out to be really useful :-)
