There are CMs (yafono, sofiasip) that don't implement presence.  Instead,
they're either CONNECTED, CONNECTING, or DISCONNECTED.  In theory,
mission-control is supposed to emulate presence, setting available once the CM
has connected. In reality, the CM's connection remains in an unknown state. 
Mission-control is definitely seeing the CONNECTED signal, but there's never a
signal within mission-control specifying that CurrentPresence has actually
changed.

I spent some time poking at this, but I need to put it down for a little bit.
