Cosimo isn't actively working on this right now, so back to NEW / the mailing
list as assignee. WolfRage seems interested in picking up the generic
end-to-end infrastructure for Bug #16891, though.

I'm going to split this bug up: Bug #29904 is the generic infrastructure needed
for both OTR and XTLS, and I'll clone a bug for the XTLS-specifics.
