Why would you ever want to put it on the Channel instead of on the Content? Can
you have a useful Call channel with no content?

Imho, the CM should just forward the tones to the streaming implementation
which will decide when to play them.

I think the use case is to display a banner "sending DTMF" (like Fremantle
does)
