Branch here to add bindings which are needed by libfolks' test suite (which
needs to emulate a connection manager):

It adds the following files to the introspection build, and adds (skip)
annotations to all the symbols which aren't used by libfolks' test suite:

 * base-protocol.c
 * base-connection.c
 * base-connection-manager.c
 * handle-repo.c
