Does anyone have more to say about this D-Bus API? May I merge it as a draft?

Note that as currently written, this branch adds the following stable API:

* Protocol_Properties_Map is an a{sa{sv}} from protocol name to immutable
properties

* ConnectionManager.Protocols is a Protocol_Properties_Map

I hope these are both uncontroversial, even if the precise details of Protocol
need to remain in draft, but I could do the ConnectionManager.FUTURE dance if
necessary.
