I don't think this is really a good idea; this would double the number of RCCs,
and for what benefit? (What would a client do differently?)

IMO, it'd be OK if Addressing was something of a second-class citizen here -
Target{Handle,ID} are fundamental to Telepathy and Addressing is not. (That's
why Addressing isn't part of the core Channel interface...)
