Well, Skype calls are implicitly "rooms" (except it might be useful to
represent p2p calls as such, and migrate them to a Conference channel when they
grow more participants).
But I also see a need in opaque identification of channels that are not typical
"rooms", e.g. a one-to-one cellular call in a handover. Doesn't the combination
of TargetHandleType = Handle_Type_None and TargetID = "opaque_id" violate
earlier assumptions about these properties?
