Salut should use TpBaseContactList for the contact list. As a prerequisite, I
think we need to change the behaviour of handle allocation. Currently, you can
only make a handle for contacts visible on the local network. I think you
should be able to get a handle for any contact - you just won't be able to
communicate with them.
