This isn't a blocker; but it is reasonably severe, if it's a bug in Gabble.

I just tried to create new rooms on conference.collabora.co.uk,
conference.jabber.org and chat.jabberfr.org using telepathy-gabble 0.9.17 and
they all worked fine. I suspect a transient server issue. Can you still
reproduce this?
