it IS a selinux issue - ive tracked it with help of #fedora-selinux. it seems
my fs was mislabeled after migration from ubuntu to fedora.

Now everything starts correctly and account settings are handled as they
should.

so this can be closed.

since telepathy sunshine needed additional permissions to work - also a selinux
issue.
