Just though about something: should desired_features always contain at least
TP_CONTACT_FEATURE_SUBSCRIPTION_STATES as we get them for free anyway?

I've also noticed that tp_connection_upgrade_contacts() could be smarter to not
refetch contact-attributes that are already ready on all contacts, and ignore
the contacts that are already have all features ready.
