When a user attempts to call a number that is an emergency number (e.g. '911'
in the USA), there should be an error for indicating that a call failed because
the connection manager does not have support for dialling emergency numbers.
I propose to call it
'org.freedesktop.Telepathy.Error.EmergencyCallsNotSupported'
