I've just confirmed that I can put an ICQ account online with telepathy-haze,
so I'm closing this as WORKSFORME.

If anyone else experiences the same problem in future, please open a new bug
with component version numbers and logs (e.g. see
<https://live.gnome.org/Empathy/Debugging>).
