When trying to use haze with IRC, the account does not advertise support for
textChatrooms capability, therefore if we filter only accounts that have this
capability in "join chat room" dialog, IRC gets filtered out. 

Because it does not advertise the primary capability for IRC, it renders the
IRC account with haze unusable.
