With Trever's nice additions to SalutFileTransferChannel fixing bug 18530, we
can enable the non-UNIX parts of it on Windows as well.

Siraj's branch for bug 47072 fixes the basic Windows build for the new FT code,
but the relevant functionality still needs to be enabled.
